Backstory: link This is the best link I've got, but she really just... doesn't have a canon backstory, so here's a supplementary one I've made up! The Shopkeeper basically embraced the spirit of capitalism
To put it simply, all that stuff she sells you on your journey had to come from somewhere, y'know... Often it was ripped or coerced from the hands of the needy or deceased. She would prey upon those beneath her and then sell their de facto stolen goods to stronger foes for gratuitous profit margins, who would then carve a new path full of victims for her to exploit through the wasteland. Rarely did she soil her hands with direct combat, but when she did she was unmerciful. Only her customers had the privilege of being cordial with her, and even then only for so long without buying before she tired of her smiley, friendly act and put an end to them as well. She loved one thing and one thing only: Money
Only for some magical girl punk named Saffron to show up and devour her over a calamity spell she was trying to sell. She wasn't sure what she hated more--being eaten, or the awful joke about eating the rich the other girl followed it up with. ...Probably not getting the money for that spell, if she were being honest. Regardless, she met her end in Saffron's deepest depths, much to her chagrin.

History On Li: Shopkeeper wound up on Li an indiscernible time later, with a newfound desire for revenge and no loss of ambition whatsoever. She quickly found her way to the black market, where began working for Shaymint Ice Cream to get some startup funds and then began her usual schtick of exploiting others for her own gain to build up wealth in an endless loop of power seeking behavior, her goal being to become the puppet master of the black market, such that it was very difficult to pin any actual crimes on her. She was merely doing business with people whose goals outside of their immediate business aligned with hers, after all. Who was to blame her for buying some things from the mob to give them some cash just before they wipe out a Team Rocket operation she wanted gone?
She now had a bucket list: Get rich, get luxury, get married, get kids, get REVENGE, ...and get her own website! Oooh, that looked cool.
Primary Attacks (3)
Payback: Shut up and take my money! Shopkeeper launches money at enemies like bullets. They're no good at penetrating their target, but they sure will bruise. On a successful hit, the coins bounce off and can be picked up, healing Shopkeeper for the recoil taken. On a miss, however, they are lost. 2 Recoil. 1 turn cooldown. +2 accuracy (Light Comboable Dex Attack; Does 8 Damage)
Hired Gun: Make an investment in your happiness. This attack launches a single coin imbued with a spell that causes it to burst into two duplicate coins on a hit, doubling its value! Costs 4 recoil and heals for 8 on a hit. (Medium Wis Attack; Does 18 Damage)
Sera Cannon: THE AVARICE! IT BURNS!! Money is launched with immense force at an opponent like a kinetic missile. Costs 6 recoil to use, but restores 6 HP on a hit. Has a 5% chance of stunning. 2 turn cooldown (Heavy Wis Attack; Does 30 Damage)

Blood Money: Shopkeeper's HP is superficially called Blood Money, and her Shield is called Budget. She starts with 50 less HP (Minimum 50, if weird thread mechanics would have her starting with low HP for other reasons). Her HP does not have a maximum, with the normal HP calculations only being used to figure out her starting HP. Whenever she hits an attack, she heals for 1 damage per every 5 damage she deals. She also gains 10 extra stat points to distribute.
Outside sources heal her shield instead of her HP, however, including any items she uses, meaning only her own moves can heal her HP. In return, she can loot and/or extract value from defeated enemies, healing herself for an amount equal to a dice roll with sides equal to 1/10th the enemy's HP (round up) + 10.
When attacks call for recoil, she can take them out of her HP or shield. Willing allies can pay the cost with their own HP if they so desire. Additionally, when out of combat and free from any imminent distractions (See: Downtime), she can use her spell upgrades as free actions so as to avoid the purely OOC suffering of multiple posts of waiting around for her to do things.
Miss Hyde: Shopkeeper has a bit of a split personality. As a free action in response to damage or sufficiently rude behavior she can enter a state of heightened aggression wherein she becomes rather sadistic and prioritizes the demise of others. For 2 turns she gains a +2 to her wisdom and dexterity modifier and a +10 damage bonus. However, she takes +3 extra damage from incoming attacks. 2 turn cooldown
Spell Upgrade: Refund: Repeat after me... No. Refunds! I can give you store credit though~! This spell briefly hyper-accelerates time around someone as they move to use the attack it's associated with, allowing them to pull the attack off faster and recover from it quicker. The character in question has 1 action refunded after using their attack and has its cooldown reduced by 2, after which the spell upgrade is spent. However, one character can only have one attack with this upgrade at a time. (Cost: 4 recoil)

Recreational McNuke: Free with every happy meal now at McFlandre's! Perfect for getting that frigging magical girl off your lawn. Does 80 damage to multiple targets. Costs you an NFT though, represented by 60 recoil.
