Backstory: Before Li became a thing, Tortimer was enjoying his peaceful retirement on Paradise Island; being a mayor for an entire town also just before that which was always ever changing and frustrating him ever since he let a bunch of strangers in from other villages whom would constantly take over and change up the terrain of the town redecorating the resident houses including their own on constant basis. It gave the turtle a major headache and he couldn't keep up with the continuous and strenuous changing of his own economy. He had lost control of how to say no because he was often too nice. Not to mention that Tom Nook kept going above his head for any reason at all just to upgrade anything he could and attract unwanted tourists. Because of that blasted raccoon Tortimer's town was always filled with random visitors; not all of them good.
Most times even, his town would get trashed and a new Villager would move in from who knows where and change everything up again. Houses would get built then destroyed and left in heaps of rubble, native residents would complain and fight with each other both in fisticuffs and mental battles, sometimes even just out of boredom, then move out. These Villagers would start planting beautiful flowers then let them die for days at a time and cause weeds to sprout.
Additionally, there would be lots of sea shells left on the sea shore! No cleanliness. And worst of all, FALSE HOPE! Natives would think they made a friend only to be stabbed in the back and have their things stolen and overhear mean secretive comments by these Villagers from off shore. There was never consistency with anything or any one in Tortimer's former town. The turtle finally gave up on his town and handed the reigns to Tom Nook officially signing away all rights and property. The raccoon ended up turning it into an island escape. Which actually just was more of the same tourist trapping. Once retired, Tortimer claimed an island all his own with the profit from selling his town. It wasn't very big, and really all he had was a small shack to stay in. But it was home and he loved it.
He had no family or friends, just the palm trees and the crabs he loved to talk to so much that visited him, which would actually be concerning to some. He liked it this way. Sipping coconut milk and huffing exotic tropical fruit dishes. He would snack on the occasional fish he'd catch from his fishing excursions on the coast of his island, but, the other living sea creatures that often visited him didn't like that much and Tortimer believes they are plotting to kill him one day secretively. But that is neither confirmed or denied. Until that day, he lives out his days soaking in sunshine and kissing rainbows.
Appearance:
History On Li: On the day the sea creatures MAY have decided to finally beach themselves and off the poor old turtle, a spacial rift full of darkness and disarray opened up above his head as he sun bathed on his favorite pink lawn chair in front of his home with a mojito in his tiny hand, and sucked him right up. Sending him instantly to the planet Li leaving everything he enjoyed behind, including his half drunken mojito. His island paradise all his own, gone just like that.
Instead he now resided in...a bank of some sort? He crashed through the roof of an old bank building, at least by the looks of it as he poked around the area. It was dirty and dusty and not really well kept at all. Not in a long time by the looks of it. He spotted a torn up and broken leather wheelie chair in front of a dusty old desk where some run down registers were, and sat in it. He didn't know what to make of the situation and seemed very sleepy; likely because he got teleported to this bank on Li in the middle of a nap, and he wished to continue it. So, he fell asleep right in that chair.
The next day, the Life Sphere Police Department and their Book Keeper entered the abandoned bank building and noticed Tortimer asleep. They woke him up and explained where he was. And that they so happened to enter this otherwise boarded up and beyond useless building due to a noise complaint the night before about the turtle's crash landing. Tortimer was confused at first, but later accepting, then started to fall asleep again in the chair. One of the Toad Police Force members whacked him with a baton over the head however waking him back up and explaining that he had to leave the premises.
Turns out Tortimer actually grew to like it, and offered to work as the bank's teller for the citizens of the Life Sphere should they need it if he could live and stay within the vicinity. The old timey run down feel of the place gave the turtle fond memories of his olden days working at a bank in his past life. Feeling rather weird about the whole situation, the police team talked it over with the leadership of the Life Sphere and they agreed to give Tortimer a permanent place at the bank if he held up his end of the bargain at being a teller and also clean up the place a little. He agreed.
But, not long after, Tortimer unfortunately really didn't clean up much of anything, and only did transactions when he absolutely had to for the citizens of the sphere. In fact, his customer service was so bad; like 3 hour war stories bad, that hardly anyone ever uses the Item Bank anymore, so Tortimer spent most of his shifts and days asleep in that chair. Only getting up to potty or eat around town and going right back in.
But now, Tortimer after many peaceful years in the bank, was forced to leave by the higher ups at the Police Department due to the lack of use the bank was getting. He was told to live out his days in Brightwing Lane at the retirement facility. Tortimer refused and raised a cane to the police force exclaiming that his days sleeping were now over. That he was ready to die fighting for the cause than be cooped up in a retirement home.
Reluctantly, the police force agreed and showed Tortimer to Sunshine Circle and explained the mission process. A smile lit up on the turtle's face, and his new job was about to begin.
Primary Attacks (3)
Cane Smash: Tortimer raises his cane at a foe, carefully balances it on one claw, and spins it around making a helicopter like motion, then swipes it at them with a quick and effective SMASHING good thwack. This can also be thrown and returned like a boomerang. [ DEX based. 18% DMG ]
Hat Trick: Tortimer takes off his hat and balance it on one claw. He then spins it around with his other claw creating a fast twirling motion. The brim of the hat is rather sharp, especially at this speed it can cut into a foe quick and nicely. He then tosses it at the foe and it boomerangs back to him. [ DEX based. 22% DMG. 10% chance of Mortal Wound. 2 turn cooldown.]
Shell Shuck: Tortimer tucks himself into his shell and begins to rapidly spin. He then flings himself at an enemy with great speed and force. During this process he also cleans and shakes off excess dirt and grime from his shell giving him a +1 DEX MOD during this attack. [ DEX based. 22% DMG. +1 to DEX roll during the move. 2 turn cooldown.]

Water Style; Way of The Wayward Tortoise: Tortimer completely transforms themselves into a more nimble, vicious, focused, and masterful harbinger of martial arts using a secret hidden technique he learned when he was just a young tort; establishing a serene connection to the flow of the environment around one's self and a release of both muscle tension and breathe control. In this form his shell gets lighter and his posture becomes more like a crouching mantis. His muscles bulge. His hat and cane return to his pocket space, and his glasses turn to sunglasses. He removes his overshirt and reveals a white tank top and some hairy pits. His STR stat severely increases as well as his DEX and CON. He is ready for serious business.
Knap Sacked: Tortimer takes the knapsack he has connected to his shell, attaches it to his cane, spins it around atop his cane and then flings it at the enemy. This can also sometimes produce food items scattered along the stage based on a 1d20 roll after the attack. Both the enemy and the player must spend one combat turn picking up the food items. Tortimer can waste a turn doing this in the same post turn, or skip and allow the enemy to take the food.[DEX based. 15% DMG with a 1d20 roll required to deliberate food item distribution. 2 turn cooldown.]
1-5: 1 food item.
6-10: 2 food items.
11-14: A Maximum Tomato falls out.
15-20: A Heart Container falls out.
Paradise Sunscreen Surprise: Tortimer takes out a bottle of special sunscreen he formulated himself using natural ingredients on the island he calls home. He applies it all over his body and shell fortifying his CON. +3 to his CON stat for 3 turns. [ WIS based. +3 to CON stat for 3 turns. 3 turn cooldown. ]
Final Smash
Breakin The Bank: Tortimer quite literally BREAKS THE BANK! Tortimer takes out the key to the Item Bank of the Life Sphere. Suddenly the Item Bank falls on top of him. He peeks his head out of the window and shouts; "FREE STUFF!" Suddenly hordes of Villagers from all walks of life trample onto the scene and start taking bags upon bags of items from Tortimer to the point where they raid the bank and fill it up passed occupancy taking all profit! Tortimer escapes through a window until the bank gets so filled it EXPLODES FROM OVERLOADED CAPACITY! Dozens of pieces of cement and rubble and wood and rocks smash into all enemies within a 100 Foot Radius, then the Villagers escape the bank with their bags of things and trample the enemies within the same radius. 40% damage to all.

Primary Attacks (3)
Strikes Of The Sea: Tortimer moves his arms fluidly, and loosely forming specific shapes and arches with them allowing him to strike enemies at rapid pace, and freely hit them wherever he pleases and with a vengeance adding the element of water to each strike which he collects from his shell, that mix both palm strikes and closed fisted technique. This move is comboable. [ STR based. 5% DMG each hit; 10% chance to invoke Soak on each hit.]
Rolling Wave Kick: Tortimer leaps into the air with little to no effort riding the waves of clouds and sky or...you know...whatever air is in the room he is occupying or space, and high jump kicks an enemy with a downward spiral and an arch added to the kick creating heavy knock back and sending the foe reeling backwards. Has a chance of stun. [STR based. 18% DMG with 50% chance of stun. Tortimer receives 10% recoil damage, however. ]
Chop Suey: Tortimer dashes at an enemy being one with his breathing and movement abilities in order to move quickly and sharply giving little to no chance of the enemy immediately retaliating due to such fluidity and thrusts his hand into the foe's throat. Not only does this damage the foe but also has a chance to cause a Gagged state. [STR based. 20% DMG with 50% chance of Gagged/silenced. 2 turn cooldown. ]

Back Ache: Tortimer suddenly gets a sharp pain shooting down his spine from being crouched for so long in a predatory stance, and ends up reverting back to his bad posture and putting back on his over shirt, his glasses; NOT sunglasses....and accessories. His muscles also shrink some and he feels like he just got hit by a truck again. He reverts back to Tortimer. [Transformation: Tortimer Old Form ]
Crawdad Cannon: Tortimer forms a special formation with his hands that take the shape of a crawdad. Using isolated breathing and a laser focus on various enemies in front of him, he frames the enemies in front of him within the crawdad hand formation, He then takes a big step back, and thrusts himself at an insane speed towards a crowd of enemies palm striking them all creating a shockwave that combines air and water elements to the attack absorbing energy from the environment to make this happen. [STR based. 22% DMG to all foes within 20 feet in front of Tortimer. 40% chance to invoke the Disabled ailment on all foes. 3 turn cooldown. ]
Ancient Meditation: Tortimer quite simply sits down wherever he is in a cross legged pose of complete zen, resting his elbows on his knees and forming small circles with his fingers. He shuts his eyes and hums a KK Slider tune at random; it can be any one of them that he knows. A burst of white energy surrounds him and his heart is restored by 12 HP. However, he is vulnerable in this state losing a combat turn, so this will take up two turns to be perfected with a cooldown. Can't over zen it, after all! Zen burnout is no bueno, brother. [WIS based. 12 HP restored. This move takes up 2 combat turns. 2 turn cooldown. ]
Final Smash
Wrath Of The Recluse: Tired of being told he is too old and constantly being undermined by tourists and Villagers, Tortimer has had enough. Using another ancient martial arts technique, Tortimer closes his eyes, plants his feet in a wide legged stance, takes a deep breathe, and raises his arms high into the air; palms up. Afterwards, an entire City Hall Building falls into his palms from the sky (if inside another building it crashes down through the roof and into his palms). It has horrible memories of when he was tormented by Villagers and tourists as Mayor in the past, and using old turtle voodoo, he can summon a replica of this building at will and use it against his enemies.
Once in his hands, sweat dripping down his face and other places, he uses all his strength and tosses it at all enemies in front of him as it crushes them with severe force for major damage. This is years of hatred and frustration pent up, after all. It will do 60% Damage to all enemies in his path. However, due to the extreme exertion of force used, not only will Tortimer be forced to return to his old turtle state, but he will also be unable to move for 2 whole combat turns. It also produces 10% recoil damage due to his back acting up.

Other Info:
-Tortimer tends to fall asleep randomly.
-He is often mistaken to be a Pokemon that is related to a Squirtle in some way or perhaps Shuckle.
-Tortimer has so many stories that he can fill an entire library up in a matter of days telling them.
-Tortimer dislikes Villager(s) and tourists of any kind.
-He kinda wishes the Life Sphere would stop taking new residents.
-Tortimer has had exactly 1200 heart attacks in his lifetime.
-Tortimer will never reveal his true age to anyone.
-It is said his cane is made out of ancient oak from a magical tree on a far off island only he knows the location of.
-Tortimer cannot wear contacts because his claws cannot hold them properly.
-Tortimer has 243 different prescription glasses all for different things.
-Tortimer is both near and far sighted. And legally blind according to the Life Sphere Optometrist.
-Tortimer cannot drive without hitting someone.
-Tortimer knows everything and anything about the Item Bank and has a deep rooted passion for it and its contents. He will often neglect battles just to discuss it so don't get him started!
