History On Li: Hoshi was born in the Pokemon Cove two months after the creation of the Life Sphere, and an entire three years before the fated meeting with her master. During that time she had the typical upbringing of a feral pokemon, learn to fight, fight, survive. She soon became a very strong, very tough opponent, striking out on her own to become even stronger, though she always felt that something was missing..then she met Marth, the hero-king, a man looking for a companion. The two connected almost instantly, and after a bit of deliberation, she decided to come to the life sphere with Marth and friends, she lives with Marth and Shiida, being cared for as if she were their very own child...

Primary Attacks(3):

Scythe Slash: Hoshi rushes forward before jumping into the air, spinning twice to slash at an opponent with her scythe like horn and strangely sharp tail, dealing a two hit combo.

Psycho Cut: Hoshi swings her head, sending forth a damaging blade formed by psychic power

Lightning Speed: Hoshi lunges at the target at a speed that makes her almost invisible* and then slashes at it with her claws.

*This is a bit of a description, but this isn't really what it does, she simply moves at her top speed when using this attack, just to clear up any confusion this may have caused.

Special Attacks(3):

Shadow Ball: Hoshi Attacks the enemy with a ball of shadows that is launched from her mouth. This ball of shadows explodes upon impact.

Shadow Claw: Hoshi slashes at the opponent with a sharp claw made from shadows.

Flamethrower: Hoshi creates a ball of flames in her mouth that is shot at the opponent in the form of an extremely hot beam of flame.

Ultimate Attack(1):

The Disasterpeice: Hoshi raises her wings then flings them downwards as hard as she can, creating a hurricane around her that she then uses to create a flaming hurricane that takes up an area of ten feet in its radius.

Lightning Speed is the only attack I have an issue with. But since in your description you mention it isn't super fast, just as fast as Absol can move, then I suppose its fine. But it is a thin line. As long as it is dodgable.
