Backstory

History On Li: Twintelle, having recently won the Arms championship in her world, decided to celebrate it by having a luxurious party at her holiday penthouse in the city where the championship happened. There during the party guests would talk about how wonderful she was in movies she starred in, which she calls masterpieces and how her hair was gorgeous and how well she did in the championship.

However the time she had relaxing in the party quickly became short lived when bandits broke into Twintelle's penthouse and held the party up, intending to rob the actress by stealing everything she owns. Twintelle wasn't having any of it and began to battle the bandits, dodging the bullets from there guns in the process. She delivered swift and powerful punches to her opponents, however one of her punches caused one of the bandits to be sent out a nearby window. Twintelle, not wanting any of her enemy's to die ran towards the window and grabbed the bandit with her hair, however in the process, she tripped and fell out the window as well. She quickly threw the bandit back into her penthouse with her hair before falling.

As the guests screamed in horror, Twintelle suddenly fainted when she heard a ringing noise in her ear.

When she awoke, she found herself in a cave. As she advanced out of the cave she soon found out that she was in a different place, a planet called Li. Knowing she was far from the city she was in Twintelle began to follow the large bubble that was the Life Sphere and soon reached it after dealing with some starvia on the way. After being informed with where she was, Twintelle decided to stay in the Life Sphere until she could find a way back to the city.

She really loves the Life Sphere so far and is even planning a few new movies around the city already, but she is worried about her fans back home on earth.

Primary Attacks 
Mega Punch: Twintelle uses her luxurious hair to deliver a powerful punch to her enemy and sometimes whips it. She doesn't tolerate using her fists, rather her hair does the punching. [DMG 15%]

Grab and Throw: Twintelle grabs her opponent with her hair and throws them onto the ground as hard as she can so they can appreciate the dirt. [DMG 18%]

Punch Kick: Twintelle's hair lift her up and make her start spinning. Once she does she quickly launches away and kicks her enemy in the face before jumping away from the enemy and delivering a taunt at the enemy. [DMG 15%] 

Special Attacks 

Freeze Frame: Twintelle fires an ice beam at her enemy with her hair, causing the enemy to be encased in ice. However it takes time for Twintelle to fire another beam at the enemy and so she has to wait three turns for it to fire another ice beam again. When shes about to do her attack she does a picture frame gesture with one of her hands.

Tea Time: Twintelle has a sip of her favourite tea, its her favourite in fact that she sponsored it one time for an event. Anyway once she finishes drinking and admiring the tea, she throws it into the enemy's face to burn them. The move takes three turns after it used before Twintelle can use it again as she needs to get a new tea set to drink and throw from. [DMG 20% 25% of burn status]

Heel Kick: Twintelle jumps high in the air before delivering a deep and harsh kick to her heels. She may hate using her fists for battles, but she loves to kick her enemy's. Unfortunately it takes time to plan out this move so Twintelle would need three turns to use it again. [DMG 28%]



Final Smash - Super Cut
Twintelles hair will start to turn golden. She then targets her opponent and delivers multiple but critical punches with her hair to the opponent. After ten or more so punches, Twintelle grabs the enemy with her golden hair, throws them up in the air and finally delivers a final powerful punch to the enemy. (50%)

First thing's first. Twintelle is missing 5 stat points, just thought I'd tell you in case it's unintentional.

First with Primary Attacks, the only problem is Picture Perfect which not only doesn't have a clear cut mechanic, it's also more a Special Move than it is a Primary in either case, I'd suggest switching it with Punch Kick or Heel Kick.

Moving on to the Specials, Punch Kick, Tea Time, and Heel Kick all need a limiting mechanic like a cooldown, recoil or whatever adds risk or restrictions. All moves that do 19% or more damage need this.

Everything else is fine.
