History on Li:
The Ice Climbers are an intrepid pair of mountain climbing enthusiasts. They support their icy activities with a healthy diet of vegetables. Their vegetables are often stolen by a condor.
Nana and Popo were on one of their many missions up the mountain to retrieve their frozen food, when the unknown blast wave struck the world. This blast wave caused an avalanche that buried the Ice Climbers and froze them in a trophified state.

Starvia stricken monsters have disrupted the peace at the Icicle Peak, causing the settled snow burying our duo to slide further down the hill, freeing their trophy. Upon thawing out and being revived, the Ice Climbers gaze up at their once majestic mountain.
Nana and Popo must decide whether to climb up again and bring these monsters down, or stay down and lend a mallet to the cause of putting the Starvia threat on ice elsewhere.

Attack Mechanics:
The Ice Climbers are two characters working together as a team. Nana and Popo each have their own unique damage meter and set of stats.
The stats required to perform a move Alone differ between the two. Nana and Popo can use different attacks Alone as individuals, or perform the same attack Together as a team.
To prevent a surplus of rolls, a unique system has been implemented for the Ice Climbers:
When they attack Together, they will share 1d20 roll modified by the sum of their unique mods. The target only needs to dodge this one roll.

Primary Attacks(3):
Hammer Swing - They've got Mallets, of course they'll use them.
Popo and Nana take turns hitting nearby opponents with their mallets.
This attack uses Popo's Strength (+2) and Nana's Strength (+3); creating a +5 modifier Together.
(Light 1d20 Attack; Does 3% Alone, 6% Together)

Squall Hammer– Talk about Ice Top.
Popo and Nana spin like a top, mallets extended. If they spin together, they spin back to back.
This attack use Popo's Dexterity (+1) and Nana's Strength (+3) as its attack modifier; creating a +4 modifier Together.
(Light Attack; Does 4% Alone, 8% Together)

Hammer Smash - The Ice Climbers play Whack-a-Foe!
Popo and Nana lifts their hammers over their heads, then smashes them straight down.
This attack uses Popo's Strength (+2) and Nana's Strength (+3); creating a +5 modifier Together.
(Med Attack; Does 9% Alone, 18% Together)

Special Attacks(3):
Ice Shot– That's a Topi's job!
Popo and Nana each produce an small stalagmite and send them skating across the ground towards their enemies. The Ice Shots do ice damage.
This attack use Popo's Dexterity (+1) and Nana's Wisdom (+2); creating a +3 modifier Together. This move will freeze enemies if it rolls a critical(22).
(Light Attack; Does 3% Damage Alone, 6% Damage Together)

Blizzard– The Ice Climbers summon the icy arctic winds to chill out their opponents.
Popo and Nana unleash blizzard cold on either side of them.
This attack uses Popo's Wisdom(+0) and Nana's Wisdom (+2) as its attack modifier; creating a +2 modifier Together.
This attack hits multiple enemies if used Together. Will freeze enemies if it rolls 20+.
(Med Attack; Does 7% Damage Alone, 14% Damage Together)

Belay– Popo swings Nana around on the rope and she uses her hammer on enemies when she gets into range.
This attack hits multiple targets.
This move requires Popo's Intelligence (-1) and Nana's Strength (+3); creating a +2 modifier Together. This attack can Not be done alone.
This attack can cause 6% damage to Nana if it misses.
This move can also be used as a Dodge. When used as a Dodge, if the roll fails, Popo will escape, but Nana will bear the brunt of the attack.
This move has a 2 turn cool down.
(Heavy Attack; Does 18% Damage Together)

Ultimate Attack (1):
Iceberg– Ships Beware, Muhamed will go to the Mountain but the Iceberg will come to the Ice Climbers.
Popo and Nana summon an enormous iceberg up from the ground that covers almost the entire battle field.
Upon its forming, the Iceberg freezes all enemies within range and does 15% ice damage a turn until it melts.
The ice berg starts with 80 HP and loses 10 HP every turn. It melts when its HP reaches 0. 
Enemy attacks can melt the ice berg faster, heat based attacks are super effective and do 1.5x damage to the Iceberg.

Considering that the Ice Climbers would be fighting together at the same time it provides them with a bit of an unfair advantage against most other characters, so I would suggest here that their stats receive a similar nerf to how Pokemon Trainers work, though being that it is two characters instead of three it won’t be nearly as severe. The range I would suggest instead would be 8 as a base for all stats and 12 points to distribute. That would mean that you would only need to remove about 10 stats points from both of their stat tables. (Additionally, Popo’s STR Mod should be +3 instead of +2 due to his base 16 Stat, which would make their combined Strength stat around +7 which is far above what other PC character can do).

In addition, I don’t quite understand what these +# beside the 1d20 indicator means because it doesn’t match the modifiers that are described earlier in attack descriptions. Is it like additional modifiers?

As for your Ultimate Attack, it might be a bit too powerful. I find it incredibly debatable myself considering that it depends on the situation it is put in. It mostly depends its ability to freeze all enemies, does it do this every turn it is active or just when it is initially summoned? If it is the former, enemies wouldn’t exactly get a good chance to attack it, which might lead them to being stuck for the eight turns it would be there otherwise (which would inflict around 240% damage in all). Even then, if it sticks around for 2 turns that’s still 60% damage on all enemies in the area, which is quite a bit for an area effect Final Smash. I’d lower it to around 20% per turn, especially if Popo and Nina are still capable of fighting while the Ice Berg is active. Additionally, you should probably set a determined modifier for how super effective fire attacks are against the Ice Berg because that might be open to misinterpretation. Like, would it make attacks 2x damage, 1.5x damage, or perhaps 1.25x damage.

I'm going to take 10 stats off of each of them. The original version had every positive modifier on one meaning a negative modifier on the other. in the end this meant they were just flat 10 +0 together.

When I was first thinking their mechanics up, the Together attack rolls were going to be accompanied by a 1d2 roll. This roll would determine whether both or only one of their attacks hit if the target's dodge was unsuccessful. so this would make a Together attack be a 1d20+? and 1d2 roll.
I only took this out because it might confuse a target's writer and I wasn't sure if letting a Together attack always have a 50% chance of just being an Alone attack was worth it. Nana could still miss even if the target didn't dodge.
I can patch this idea back in if this still sounds like a worthwhile nerf to you.

That must have been something I forgot to remove from an earlier draft. My mistake.

As for their Final Smash, it was intended only to freeze all enemies without damage at initial turn and then have it do damage as it melts away. I'll happily nerf the damage it does from 30% to 12% each turn. This means at max, if left undisturbed until it melts it still does 120 damage. But I feel enemies attacking the ice berg to make it melt faster is an important part of the final smash. I'm gonna say fire attacks do 1.5x damage to the Ice Berg. Does that sound okay?

I would skip on the 50% chance to not do max damage. Given the way that these characters are set up right now it would be an unnecessary flaw that would be incredibly out of your favour. The way that the damage output and the stats are now are fine.

As for the Final Smash, if it is just freezing the enemies on the initial turn then you could probably get away with 15% per turn it is active. Considering that in the cases that you are fighting multiple enemies they would target down on the ice berg hard, so I doubt it would last for too many turns, especially considering that the Ice Berg would not be able to dodge the attacks being put on it. 1.5x damage on the Ice Berg sounds good to me.
