Appearance:
History On Li: The Demon Vaati has been sealed for untold generations. When Hyrule was broken and fragments scattered on Li, the seal was broken but not completely shattered. It took time but eventually Vaati reformed his body. It is weak compared to his more customary form and it is possible for him to lose his strength further and return however temporarily to his original state, but the Sorcerer Vaati is preferred to the long forgotten and weak Picori.
Vaati is a powerhungry and selfish monster who will do whatever it takes to gain even a fragment more. Arrogant and selfsure, prideful in his accomplishments and petty in his hatred. Vaati is amused by the strange curse plaguing the world as it seems to him like a homage to how he flooded Hyrule once more with monsters in his pursuit of the Light Force. That however does not mean that he enjoys the way it inconveniences his search for the 'right' Zelda or a comparative power.
Primary Attacks (3)
Sword Slash: A thin blade appears in Vaati's hand and he rapidly attacks the target with aggressive slashes. 8% STR DMG.
(Note: Swordsmanship is magically empowered, not natural ability.)
Dark Ball: Magic burst that deals harm. 8% WIS DMG.
Dark Curse: A stronger burst of magic. 18% WIS DMG.
Special Attacks
Curse: Temporarily petrifies a target or turns them into a different form (ex: monster, self-aware inanimate object) if WIS roll is successful. Cooldown 3 turns.
Disguise: Transforms into a being that Vaati either sees or has seen before. Only capable of giving the illusion of form and voice, not ability. Illusion can be seen through (literally or metaphorically) with a successful perception check, PER roll of 15. Effect lasts until Vaati is either successfully struck with intent to harm or after 3 turns. Cooldown 2 turns.
Ascension/A Shattered Dream: Vaati is engulfed in black shadows and either reverts to his true form (Minish Vaati), or turns into an even more monstrous shape (Vaati Reborn).
Final Smash (1)
The Bound Chest - A fancy treasure chest appears in front of Vaati. It opens up on its own and a dark cloud swallows the area. It solidifies into an army of Hyrulian monsters (mostly moblins, octoroks, and tektites) that wildly rush through the location. The chest disappears in the confusion. After a moment of bedlam, the monsters start to break apart and erupt in puffs of dark smoke. 40% AoE DMG.

Minish Vaati
Appearance:
Note: To prevent from being stepped on or being unheard/seen, instead of the canonical height of 'smaller than a mouse', Minish Vaati will be around the height of a human toddler.
Primary Attacks (3)
Papercut: Vaati smacks someone with an oversized scroll. 8% STR DMG.
Hitting the Books: This time Vaati uses a heavy bound tome. 18% STR DMG.
Minor Cantrip: When he was young he had no real skill with magic but a touch of his stolen powers remain with him. A mote of scattering light is shot out at his foe. 8% WIS DMG.
Special Attacks
Hearts of Men: Vaati has studied what drives and wishes humankind has. Buff WIS or CHA by 4 points for 2 turns. Cooldown: 2 turns.
Kinstone Fusion
Vaati takes out a matched colored pair of Kinstone pieces. Vaati's player rolls 1d100 to see which fusion happens. Cooldown, 3 turns.
6-10: Green Kinstone - A golden Hyrulian monster appears and attacks the nearest enemy for 8% DMG.
11-15: Green Kinstone - A Treasure Chest appears.
16-18: Blue Kinstone - A Goron rolls through the area and deals 18% DMG to anyone in its path.
19-21: Blue Kinstone - A Business Scrub appears and spits three deku nuts at 6% DMG each at the nearest target.
22-25: Blue Kinstone - A giant beanstalk suddenly grows in the area. It can be used as a barrier, boosting defensive rolls against enemy attacks by 2 points.
26-30: Blue Kinstone - A Fairy flutters into the area. It swirls around the nearest ally or Vaati and restores 1d8+CHA .
31: Red Kinstone - Vaati finds a butterfly necklace that bestows temporary 2 point buff in DEX for 2 turns.
32: Red Kinstone - Vaati finds a butterfly necklace that bestows temporary 2 point buff in STR for 2 turns.
33: Red Kinstone - A stronger golden Hyrulian monster appears and attacks the nearest enemy for 22%.
34: Red Kinstone - A Heart Piece appears. It restores 1d8+CHA DMG to whomever manages to get it first.
35: Red Kinstone - A Heart Container appears. It restores 1d15+CHA DMG to whomever manages to get it first.
A Childish Wish: Vaati is engulfed in black shadows and retakes his taller Hylian-like form.
Hatful of Wishes - Minish Vaati has found the Mage's Cap again. Vaati gets to grant himself wishes, refer to Kinstone list to pick up to three effects (3 Green, 2 Blue, 1 Blue and 1 Green, or 1 Red).

Vaati studied under Master Ezlo. He could in theory be capable of making his own artifacts but considering he stole the Mage's Cap...
Every Kinstone effect refers to at least one Kinstone effect or another.
In all honesty none of his primary attacks have any canonical presence outside of a few nods to the Minish Cap manga and some vague allusions to various Picori NPCs. But this form was only ever seen in one cutscene where the only thing he did was steal a hat and then use its power to curse its maker...

Vaati Reborn
Appearance:
Primary Attacks (3)
Magical Fire: 5% fire WIS DMG with 10% chance of inflicting Burning.
Ocular Lasers: Floating eyes fly around Vaati and shoot lasers. 4% WIS DMG per eyeball. Roll 1d4 to summon eyeballs (cooldown 2 turns, max 10 eyeballs in play). Each eyeball can only take up to 8% DMG before dispersal.
Note: Vaati can't use the eyes as a personal shield.
Eye See: A cluster of floating eyes appear and shoot out a combined 18% WIS DMG burst. These immediately disperse after use and don't count to the Ocular Laser count.
Special Attacks (3)
Teleportation: Either temporarily buffs DEX to help dodge rolls or uses WIS to dodge attacks the next turn.
Dark Shield: A black mist forms around a target or cluster of small targets. It serves as a shield to 8% or under damage but can be dispersed with anything stronger. 19%+ damage disregards the shields and disperses them at the same time.
Descent from Godhood: Vaati is engulfed in black shadows and reverts back to his
Final Smash (1)
Vaati's form engulfs in black smoke and turns into Vaati's Wrath. The horns fire a cluster of energy shapes and the eyes along his underside fire their own lasers. 60% WIS DMG (single target).
