The victim is so exhausted that continued action is harmful to their health. They take 2% damage when they make an action while afflicted, with each additional action doubling the damage they take.

Mission Brief: A Decidueye is in the Life Sphere's central area, in a... pretty worn condition holding a note that seems to tell more on why he looks so bad. "I sent Robin out for help. Given how the trainer does not know much of where she is, it might be wise to be led there by the owl Pokemon himself since he might know where he came from. Either way, it seems like someone is in some dire need.
